Could you share how you setup your MinGW/Msys environment.
I must be doing something wrong.
In addition to the m4.exe crashes, I also have issue with autoreconf.
Running autoreconf in any source directory yields:

~/cerbero/sources/windows_x86/gst-plugins-ugly-1.0-1.5
$ autoreconf
configure.ac:1: error: Autoconf version 2.69 or higher is required
configure.ac:1: the top level
autom4te-2.68: /bin/m4 failed with exit status: 63
aclocal-1.11: /mingw/bin/autom4te-2.68 failed with exit status: 63
autoreconf-2.68: aclocal failed with exit status: 63
I believe it is due to having MinGW autoreconf present.

$ which autoreconf
