[Bug 750761] inputselector: Handle different duration track selection

Still has issue in input selector to process EOS event.
below test case can reproduce issue: non-EOS track->EOS->track->non-EOS
track->EOS track.
The reason is input selector only block EOS event once. No EOS event after send
output it. How to handle it?
