Could you do this:

 gst-launch-1.0 v4l2src device/dev/video0 num-buffers=25 ! 'image/jpeg' !
gdppay ! filesink location=jpeg.gdp

Check that it reproduces the problem with:

 gst-launch-1.0 filesrc location=jpeg.gdp ! gdpdepay ! rtpjpegpay ! fakesink

and then attach it to this bug report (needs to be <1MB). Thanks!
