Add recipes_remotes config

This allows config to add remotes on some recipes to be able to build
from external repositories.

recipes_remotes['gst-plugins-good-1.0'] = { 'external':
'git://example.com/gst-plugins-good.git' }
recipes_commits['gst-plugins-good-1.0'] = 'external/master'
