Currently there can be no layering of configuration beyond the global
~/.cerbero/cerbero.cbc or the file passed to the -c argument.  This limits the
possiblity of having multiple cerbero checkouts and/or having multiple cerbero
prefixes beyond crafting/editing the target specific files.
