Sorry, I had a different issue in mind. Attaching a PPS/SPS with every keyframe
should imho just be a seperate property. Combine this with config-interval = 0
and you'll get what you expect (let the encoder decide). In term of recovery
point, if you don't run in intra-frame mode, I wonder if this config-interval
makes any sense.
