To resume the patch forces the __USE_MINGW_ANSI_STDIO define to be set to 0.

This instructs mingw includes (stdio.h and others) to not define a bunch of
symbols that gettext-tools defines itself.

But, again, I don't know why the duplicate symbols errors appeared all of the
sudden.
