Pass PKG_CONFIG_PATH for gir files

Specifying an explicit PKG_CONFIG_PATH either through the environment or using
--with-pkg-config-path fails to build because the gir include search path does
not respect PKG_CONFIG_PATH.

The attached patch fixes it for me.
