Ok so the only supported way to do this is:

gst-launch-1.0 uridecodebin
uri="rtsp://wowzaec2demo.streamlock.net/vod/mp4:BigBuckBunny_115k.mov"
caps="video/x-h264,stream-format=avc;audio/mpeg" ! fakesink


This one works with 1.6 and 1.8 so we can close as NOTABUG if you agree that's
not meant to be supported.
