workaround: temporary solution for testing

Fei, I hope the attached workaround can be used for testing:

-- Apply the patch to gstreamer-vaapi git master
-- Use the below pipeline for testing:
gst-launch-1.0 -q filesrc
location=MSHDRef_Texture_High_01_320x240p30f_intra_main.bin ! h265parse !
vaapidecode ! videoconvert ! video/x-raw, format=I420 ! checksumsink2
frame-checksum=FALSE file-checksum=TRUE

Please let me know if issue reproducible with any other sample.
