Please try:

 gst-launch-1.0 videotestsrc num-buffers=600 ! x264enc bitrate=1280 ! mp4mux !
filesink location=out2.mp4

and

 gst-launch-1.0 videotestsrc num-buffers=600 ! x264enc bitrate=1280 !
video/x-h264,profile=main ! mp4mux ! filesink location=out2.mp4
