How about we make this 

  markdown/design/activation.md
  markdown/design/buffer.md
  markdown/design/buffering.md
  ...

ie.

1) design-docs/ --> design/
2) part-foo.md  --> foo.md (leaving draft-foo.md as draft-foo.md)
3) drop gstreamer/ subdir (and same for gst-plugins-base later, just put them
all in one dir)
