vaapidecode: drop non-keyframe in reverse playback

To avoid surface-exhausted situation during reverse playback,
drop frames except for key frame.

Also, to avoid the corruption of the parser state, flush() vmethod
doesn't destroy the VA decoder when playing in reverse.
