I'm working on this.
The first step, as Victor mentioned, is GstVaapiDisplay.

For now, I finished with GstVaapiDisplay and GstVaapiDisplayX11/Wayland.

Look into this.

And it provides apis to share display, can be verified with testsuite.

Once I finished, I'll uploads all patches in this thread.
