the media is in a container, it should be demuxed (mpegsdemux), rather than
just parsed (mpegvideoparse): 

gst-launch-1.0 filesrc location=~/patterns/bug769252.vob ! mpegpsdemux !
vaapimpeg2dec ! vaapisink
