When playing back interlaced SD video in either DV or MJPEG the uridecodebin
detects the interlace mode as 'mixed' instead of 'interleaved'.  Passing mixed
video to decklinkvideosink causes a 'not negotiated' error.  Using, as
suggested, a capssetter element creates a valid work around.
