I have investigated this a bit further and it seems my original report is not
100% correct.

On further inspection gstreamer checks whether GET_PARAMETER is supported and
if not it sends an RTSP OPTIONS command.

I think in this case there is no bug in gst. I'll report the issue to the
camera manufacturer.
