    timecodestamper: Add option to get initial timecode from existing clock

    The user can just give a GstClock instance as an argument and
timecodestamper
    will query that for the initial timecode. An additional option for drop
frame
    is added, which will only take effect in 29.97 and 59.94 FPS.
