Yes:

gst-launch-1.0 filesrc location=/path/to/mp3 ! id3demux ! mpegaudioparse !
fakesink silent=false -v | grep -e "tag" -e "PREROLLED"

Without mpegaudioparse the tags are before "Pipeline is PREROLLED".
