create new seek event with rate=1 for seeking

subparse will cause following printing when do fast backward:
GStreamer-CRITICAL **: gst_segment_to_running_time_full: assertion 'stop != -1'
failed

since subparse alwasy seek to the beginning start, so creating the new seek
event with rate=1 will solve this problem
