Use vaapijpegdec for JPEG decoding. vaapidecode only handles the other codecs
for now, and for 1.10 there won't be any vaapidecode but only individual
elements.

vaapijpegdec was already split out because it failed on most JPEG files
compared to jpegdec, and as such caused problems when autoplugging for most
users.
