That's because they're different ebuilds. This report is about
https://packages.gentoo.org/packages/media-plugins/gst-plugins-ffmpeg and
gstreamer is https://packages.gentoo.org/packages/media-libs/gstreamer

I use gst-plugins-ffmpeg-0.10 and I use gstreamer-1.6.3.
