Fix vpx crashes on win32 by patching the Cerbero recipe

Upstream has two patches that fix this problem. Attached patch fixes it in
Cerbero. 

Honestly I'm surprised this shipped with 1.5.0 even. Looks like upstream
doesn't test vpx encoding on Windows properly.
