This pipeline makes no sense. decodebin has no location property, and you need
to feed data into decodebin from a filesrc or some other source, which you're
not.

As far as I can tell there is no bug here, but a usage issue. Please take this
to the gstreamer-devel mailing list for further advice on that, thanks.
