You can just test it with
> videotestsrc ! openjpegenc ! jp2kparse ! openjpegdec ! videoconvert ! autovideosink
for example :) Or
> filesrc location=test.jpg ! jpegdec ! imagefreeze ! openjpegenc ! ...
for a single frame over and over.
