I wonder if there also should be a helper function in GstRTPBasePayload that
returns how many csrcs it will add, because payloaders often need to use
gst_rtp_buffer_calc_payload_len(mtu, pad, csrc_count) to find the maximum
payload size. You can hold off on committing this patch until I have revisited
(once again).
