opusdec gets lost buffers with 17ms duration. However, all the non-lost buffers
it gets are 20ms. Something is getting 17ms duration on the empty buffers.
The element before opusdec is opusrtpdepay, and logging in there shows duration
is unset. So I think the culprit is somewhere in audiodecoder or
audiobasedecoder.

When getting these 17ms buffers, sometimes the "aligned" missing duration
(aligned to the minimum 2.5ms that Opus supports) will end up lower than the
FEC data, and Opus errors out.
