Currently there is a option for frames to drop-only. We have a requirement to
only duplicate frames where there are gaps and never to drop any. With the
current set of options, we cannot find a configuration that results in
duplicated frames only without any being dropped. It would therefore seem
sensible to add an duplicate-only option to compliment drop-only.
