Update smoke codec to build and run in gstreamer 1.0

If anything this should be added directly to gst-plugins-good. But I'm not sure
it makes sense, it's a codec that is not used anywhere AFAIK, it's
unmaintained.

Also it should use the GstVideoDecoder/Encoder base classes, independent of all
that.
