Add support to write the Supplemental Enhancement Information (SEI) FPA (Frame
Packing Arrangement) flag, which is used for 3D Video encoding.

At first, start with side-by-side and top-bottom.

Sebastian Dröge (slomo) already implemented this in an encoder.
