Well, that's precisely the sort of question that feels to me as if it needs to
be configurable. 

sink-ordering = "jacksink,alsasink <args>,...."

would allow a user to control this, but still get a lot of the benefits of
autoaudiosink. The answer to "the right order" isn't going to be fixed across
users. 

to answer the question you asked, yes, if there is only 1 audio interface and
JACK is using it, then any other attempt to use it will fail.
