    config/darwin: Set includes in CPPFLAGS instead of elsewhere

    This allows checks like AC_CHECK_HEADER and others to use the correct
    headers. Also, don't need to set them in CFLAGS, CXXFLAGS, etc if
    they're in CPPFLAGS.
