Meson was doing something similar to Autoconf, and was broken in the same way
because of that. I've raised a PR for Meson that fixes this issue there:
https://github.com/mesonbuild/meson/pull/949

We should be able to drop the extra code that we have in the Meson build files
for this once the PR is merged and after 1.10 is released.
