[Bug 770469] aacparse converts mpeg2 aac to mpeg4 aac unconditionally

The issue is with the stream itself. But I have found an interesting thing
while debugging https://bugzilla.gnome.org/show_bug.cgi?id=770704 

Whenever there is codec_data(the stream-format be raw or adts), aacparse
converts mpeg2 aac and mpg4aac. If not, it retains the mpeg version
