Sorry to spam in so short time but I think the culprit is vaapidecode because
the following pipeline also fails:

gst-launch-1.0 v4l2src device=/dev/video1 ! video/x-h264,width=1920,height=1080
! vaapidecode ! video/x-raw, format=NV12 ! fakesink

If no caps are imposed, it works correctly.
