What vaapi driver are you using? libva-mesa-driver or libva-vdpau-driver??

Consider that, in this scenario, frames are moved from GPU's memory to the
CPU's memory and that's costly too.

Odd. In Intel used to work. Perhaps is not the case of radeon's backend.

If you can perf the pipeline to see what's the bottleneck, we would find the
responsible, and I suspect is a driver thing.
