test program for mem leak reproduction

While doing some tests on Mac Book Pro 13, OS X El Capitan (Version 10.11.5) we
encountered memory leaks that seam to come from creation of rtpjpegpay. The
leak was detected by xCode/Instruments and should be reproducable with the
simple test application attached to this issue. We used CMake to create the
xCode project files.
