pbtypes: Add a stub plugin that owns the plugins-base dynamic types

Wonder if it wouldn't make sense to add these types instead to one of the basic
elements, like videoconvert/audioconvert or such, then only the
audio/video-specific libs are loaded. But then I guess it doesn't matter and we
can always change it later. Just seems silly to do yet another mini-plugin for
this :)
