I am using opusenc/opusdec to send audio over RTP (via rtpbin) over network
that tends to periodically drop packets.

I've noticed that receiver from time to time raises error on the bus, from
opusdec saying that "buffer is too small".

Instead it should drop the buffer and let PLC do it's job but should not stop
playback and raise an error.
