Hi, 
I have reported the issue with Intel-Vaapi-Driver they found out it's a
GStreamer issue and told me to report back here.

The findings were: 
Gstreamer is making the interlaced content double the framereate after
inserting the deinterlacer. My source is intelaced at 25FPS the output comes
out 50 FPS and that's what is making the load double in GPU. 

We tried disabling the deinterlace in vappipostproc and then load was normal
and FPS was the same as source.
