shout2send: use non-blocking I/O and a configurable network queue limit

I happened to come across this bug recently and took the liberty of creating a
new patch. At this moment in time there seems to be no problem with vorbis (not
sure what was the problem back then either...). Everything seems to work like
in the blocking version.
