Given bug #781577 we had to add a simple approach to instantiate an allocator
for the vaapi buffer pool if none were assigned in its configuration, or if the
caps changed. But that patch it is not complete, it doesn't cover all the
possible use cases.

The purpose of this bug is to enhance that allocator instantiating keeping in
mind
