kmssink: support videooverlay interface (version 7)

    kmssink: support videooverlay interface

    Implement videooverlay interface in kmssink, divided into two cases:
    when driver supports scale, then we do refresh in show_frame(); if
    not, send a reconfigure event to upstream and re-negotiate, using the
    new size.
