qtmux: send error when refusing caps

Thanks. Is there a reason we can't use the GST_ELEMENT_ERROR() macro here?

The first string in the error message should be something that explains the
problem to the user without containing technical details such as the pad or the
caps.

The second part is the 'debug detail string' which can contain all the gory
details.
