FWIW, mediainfo is reporting that that file has Version 2.5 MPEG Audio (i.e.
mpegaudioversion=3).

So:
* lame is returning nonsense
* qtmux is storing nonsense *OR* qtdemux is extracting nonsense (but less
likely)
