    dashdemux: parse xs:dateTime's timezone indicator

    The lexical form of xs:dateTime is YYYY-MM-DDThh:mm:ss[Z|(+|-)hh:mm]
    timezone indicator (+|-)hh:mm] needs to be parsed.
