  go ahead, if ever I come up with an itch to scratch I'll post it here. I
might write a parser element "for fun"

  It would be the stream-long configuration which doesn't change. Ex for h264
it's SPS/PPS. I'm not that familiar with AV1, but since vp8/vp9 don't have such
things as codec_data ... let's just ignore that issue for now.
