About the latency on jitterbuffer buffer, it is at most. But then it can block
on downstream, meanwhile the jitterbuffer will grow (max latency has no limit,
see min/max latency in the design doc)

If you think you can implement 2) please go ahead. It would be really helpful.
I've implemented 3) for another case, video encoders with variable input
framerate, but I never got any traction with this.
