[Bug 776712] vaapih264enc doesn't output AU delimiters

Seems there are 2 options.
1. Finish bug #736213. It looks that most people agree with insertion of au
delimeter in h264parse unless negotiated as avc stream-format.

2. Create aud property in vaapih264enc just like x264enc.
