Adds before-send signal to rtspsrc

For reference, here's my rtspsrc changes that use the newly registered
GstRTSPMessage type.  It's similar to the previously proposed "handle-message"
signal, but it's called from the more central, try_send method, and it adds the
ability to drop the message entirely if the application needs to.
